California Health and Safety Code section 19211 requires new and replacement water heaters to be braced, anchored, or strapped to resist falling or moving during an earthquake. Water heaters also need a working temperature and pressure relief valve with a proper discharge pipe, and many homes need an expansion tank. Replacements typically require a permit.

What does California require for seismic strapping?

State law requires water heaters to be braced, anchored, or strapped to resist falling or horizontal movement during earthquakes. Straps typically wrap the upper and lower parts of the tank and anchor into wall studs or masonry. Strapping must be in place before a home is sold, and the seller certifies it.

What about the relief valve?

Every tank water heater needs a temperature and pressure (T&P) relief valve, with a discharge pipe that runs to an approved location. Never cap or plug the discharge pipe.

When is an expansion tank needed?

When a home has a pressure regulator or check valve, water can’t expand back into the city line as it heats. An expansion tank absorbs that extra volume. Many local inspectors require one in these closed systems. Ask your plumber or the City of Ventura building department.

Do you need a permit?

Water heater replacement typically requires a permit in California. The inspection checks strapping, venting, gas connections, and the relief valve. Ask your plumber who obtains it.

What does code work cost?

Angi national estimates: expansion tank $100 to $400; relief valve up to about $200. Strapping kits are inexpensive; installation is often included in a replacement.

When should you call an emergency water heater pro in Ventura?

Call for urgent help, and leave the house first where noted, if any of these apply:

  • You smell gas (a rotten-egg odor) near the water heater: leave right away without flipping switches, then call 911 or SoCalGas from outside.
  • A carbon monoxide alarm sounds, or you see soot, scorch marks, or flames outside the burner area: get everyone outside and call 911.
  • The tank is actively leaking or water is spreading toward walls, flooring, or electrical outlets. Shut off the cold-water valve above the tank.
  • The temperature and pressure relief valve is discharging hot water repeatedly, or the tank is making loud banging sounds.
  • Water from the hot tap is scalding hot, or steam comes out of faucets.
  • There is no hot water and someone at home needs it for medical or caregiving reasons.

If you smell gas or a carbon monoxide alarm goes off, leave the building first and call 911 or SoCalGas from outside. Don't wait for a plumber.
